Internet Explorer Does Not Connect Using 128-Bit SGC Encryption

When you attempt to connect to a Web server with Server Gated Cryptography (SGC) encryption, you may not be able to connect if you attempt to connect by using the site's IP address instead of the site's fully qualified domain name.

This behavior occurs because of an error in the way Internet Explorer handles the SGC negotiation. Instead of not allowing the 128-bit connection and making a 40-bit connection, the connection is being denied.
