SYMPTOMS

Consider the following scenario:
  • You enable either of the following Group Policy settings on a computer that is running Windows Vista or Windows Server 2008: 
    • Enforce password history
    • Password must meet complexity requirements
  • You use a credential manager DLL to receive password change notifications on the computer.
  • A user is prompted to change the password for the computer during the logon process when the user account password has expired.
  • The user types a new password that does not meet complexity requirements or the password history requirement, and the password change is unsuccessful.
In this scenario, the Multiple Provider Router (MPR) still calls the NPPasswordChangeNotify function to notify the credential manager DLL of a password change event.

CAUSE

This issue occurs because the Winlogon.exe process incorrectly notifies the MPR. Therefore, the user experiences the problem that is described in the "Symptom" section.

RESOLUTION

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
