PROBLEM

In Microsoft SharePoint Online for Microsoft Office 365 for enterprises pre-upgrade, users can't access the Enterprise Search Center. However, users can search for content on other SharePoint Online sites.

SOLUTION

To work around this behavior, site administrators can manually add users to the Enterprise Search Center. To do this, follow these steps:
  1. Sign in to the Enterprise Search Center as the site collection administrator. The URL of the Enterprise Search Center is https://contoso.sharepoint.com/search, where contoso is the domain that you use for your organization.
  2. Click Site Actions, and then click Site Settings.
  3. On the Site Settings page, click Site permissions.
  4. On the Site Permissions page, click Grant Permissions, and then follow these steps:
    1. In the Select Users area, add the All Users (membership) group to the Users/Groups box.
    2. In the Grant Permissions area, click Add users to a SharePoint group, and then select Visitors (Read) in the Grant Permissions box.
    3. In the Send E-Mail area, optionally, click to clear the Send welcome email to the new user's check box.
  5. Click OK.

MORE INFORMATION

By default, users aren't granted permissions to access the Enterprise Search Center. However these permissions don't affect typical searches for files and content on other SharePoint Online site pages.
