SYMPTOMS

On a Windows Server 2008 R2-based computer that has Service Pack 1 (SP1) installed, RemoteFX virtual machines cannot start, and you receive the following error message:
Microsoft Synthetic 3D Display Controller: Failed to Power on with Error 'Insufficient system resources exist to complete the requested service.'
Additionally, an event that resembles the following is logged in the Event Viewer:
Log Name:    RemoteDesktopServices-RemoteFX-SessionManager-Admin

Description:
The GPU or system resources are insufficient for this server to run as a RemoteFX host. Verify this server's hardware against the requirements. Status Code: 15.

CAUSE

This issue occurs when the following Group Policy setting is enabled:
Computer Configuration/Windows Settings/Security Settings/Local Policies/Security Options/Interactive Logon: Message text for users who are trying to log on

RESOLUTION

To resolve this issue, you must disable the following Group Policy setting and restart the server: 
Computer Configuration/Windows Settings/Security Settings/Local Policies/Security Options/Interactive Logon: Message text for users who are trying to log on
