SYMPTOMS

Consider the following scenario:
  • You install the Chinese MUI pack on English Windows Server 2003 SP2
  • You open the Regional and Languages Options Control Panel applet and under the Languages tab, click on Details and set "Chinese - Simplified Chinese" as the default input language.
In this scenario, Windows may hang when performing certain actions.

CAUSE

This issue has been encountered when the time zone is set to Central (US and Canada) (GMT -6) and the default input language is set to "Chinese - Simplified Chinese". The Operating System may get into a deadlock state and hang while attempting to load fonts.

RESOLUTION

Follow the workaround steps detailed in KB942490 (http://support.microsoft.com/kb/942490) to manually reorder fonts in the registry, which may change the timing of loading the fonts enough to avoid the deadlock.

If that knowledge base article does not address the issue, then it may be possible to avoid the issue by using a time zone other than Central (US and Canada), along with the steps in KB942490, or by removing the Simplified Chinese MUI Pack.

MORE INFORMATION

The user interface (UI) is in a deadlock situation where two threads each have a lock on a resource and cannot release their hold on that resource until they aquire a hold on the other resource.
