SYMPTOMSConsider the following scenario:
CAUSEThis issue has been encountered when the time zone is set to Central (US and Canada) (GMT -6) and the default input language is set to "Chinese - Simplified Chinese". The Operating System may get into a deadlock state and hang while attempting to load fonts. RESOLUTIONFollow the workaround steps detailed in KB942490

to manually reorder fonts in the registry, which may change the timing of loading the fonts enough to avoid the deadlock. If that knowledge base article does not address the issue, then it may be possible to avoid the issue by using a time zone other than Central (US and Canada), along with the steps in KB942490, or by removing the Simplified Chinese MUI Pack.
