SYMPTOMS

When you install Microsoft Office 2000 Developer components, such as Access Workflow Designer, Setup checks to ensure that either Microsoft SQL Server or Microsoft Data Engine (MSDE) are installed using Per Seat licensing. However, Microsoft Office 2000 Developer currently checks this setting only for Microsoft SQL Server or MSDE version 7.0. Future releases of MSDE and Microsoft SQL Server are not currently checked for Per Seat licensing mode.
