Consider the following scenario:
  • You move an email message from a folder to a public folder by using Microsoft Office Outlook in online mode in a Microsoft Exchange Server 2007 environment.
  • You try to delete or modify the email message in the public folder.
In this scenario, the operation fails and you receive the following error message:

Some items cannot be deleted. They were either moved or already deleted, or access was denied.

This issue occurs because the creator entry id is not set in the email message when you move the email message. Therefore, the creator ownership verification fails when you delete or modify the email message.

To resolve this issue, install the following update rollup:
2602324 Description of Update Rollup 5 for Exchange Server 2007 Service Pack 3

To work around this issue, use Outlook in cache mode.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
