Symptoms
Consider the following scenario:

You have the Standard edition or the Enterprise edition of Microsoft Forefront Threat Management Gateway (TMG) 2010 installed on a server that is running Windows Server 2008 or Windows Server 2008 R2.

You download, install, and register the Security Configuration Wizard (SCW) Update for Forefront TMG Standard Edition and Enterprise Edition, as described in the TMGRolesForSCW.doc file. The TMGRolesForSCW.doc file is included in the extracted files of the TMGRolesForSCW.exe download.
In this scenario, when you run the Security Configuration Wizard to create a new security policy, TMGEMS is not listed in the Installed roles list, nor is it listed in the All roles list.
Resolution
To resolve this problem, obtain the latest service pack for Microsoft Forefront Threat Management Gateway 2010. For more information, click the following article number to view the article in the Microsoft Knowledge Base:

Resolution
To resolve this problem, download, install, and register the updated TMGRolesForSCW.exe file.
