SYMPTOMS

When you try to download a file in Windows Internet Explorer 9, the download process stops at 99 percent and is never completed.  

This problem occurs when you close the download page tab 15 seconds before the download can be completed.  

RESOLUTION

Security update information

To resolve this problem, install the most recent cumulative security update for Windows Internet Explorer. To do this, visit the following Microsoft website:
