You install the Background Intelligent Transfer Service (BITS) Compact Server feature on a computer that is running Windows Server 2008 R2 or in Windows Server 2008 Service Pack 2 (SP2).
You create a URL group on the BITS Compact Server.
You delete the URL group. At the same time, a request is sent to the URL group.
The BITS Compact Server is under high stress.
In this scenario, the BITS Compact Server service randomly stops responding.
To resolve this issue, install the following hotfix package on the affected Windows Server 2008 R2-based computer.
Note After you install the hotfix on the affected Windows Server 2008 SP2-based computer, the hotfix also installs Windows PowerShell or Windows Remote Management (WinRM) 2.0 if it is not installed.

To work around this issue, you have to end the Svchost.exe process that hosts the BITS Compact Server service.
Note Ending the Svchost.exe process also ends other services that run within the same Svchost.exe process. You can run the tasklist -svc command at a command prompt to check which services share the same Svchost.exe process with the BITS Compact Server service.
