October 2011 cumulative DST update for Exchange Server 2003 SP2

A cumulative daylight saving time (DST) update for Microsoft Exchange Server 2003 Service Pack 2 (SP2) is available. This update implements DST changes that occurred in several countries.

This cumulative DST update implements time zone changes in several time zones. These time zones are listed in this article. This cumulative update also addresses DST changes that were updated in previous cumulative updates. We recommend that you install the latest DST updates for your operating system.

Updated time zones

The following changes were made after the previous Windows cumulative DST update.

Turkey Standard Time
The Turkey Standard Time Windows time zone was created. The display name is (UTC+2:00) Istanbul. The government of Turkey has decided to change the 2011 DST schedule. DST will start on Monday March 28 instead of Sunday March 27.
"Istanbul" was removed from the (UTC+2:00) Athens, Bucharest, Istanbul time zone.

Egypt Standard Time
The government of Egypt has canceled DST.

Pacific SA Standard Time
Sets the 2011 DST start month to August and the 2012 end month to March. 

Morocco Standard Time
Sets the 2011 DST end month to July.

Fiji Standard Time
Sets the 2011 DST end date to the first Sunday of March.

Samoa Standard Time
Sets the 2011 DST end time to occur one hour later than the previous end time.For 2011, all updated Russian time zones are listed in the following table.

Kaliningrad Standard Time
A new Windows time zone was created, and it has the display name (UTC+3:00) Kaliningrad. This time zone does not use DST.

Newfoundland Standard Time
The DST start  and end times were updated from 00:01 to 02:00.

Hotfix information

A supported hotfix is now available from Microsoft. However, it is intended to correct only the problem that is described in this article. Restart requirement

You do not have to restart the computer after you apply this hotfix. However, the Exchange Information Store service and all dependent services are automatically restarted when you apply this hotfix.
