Symptoms

Consider the following scenario:

  • You install an enterprise certification authority (CA) in a corporate domain environment.

  • You install the Network Device Enrollment Service (NDES) role service on a server that is running Windows Server 2008 R2 Service Pack 1 (SP1) or Windows Server 2008 Service Pack 2 (SP2).

  • You configure the enterprise CA certificate as the CA for the registration authority.

  • You restart the server on which the enterprise CA is installed.

  • You try to generate a Simple Certificate Enrollment Protocol (SCEP) request by using a network device or a SCEP simulator.

In this scenario, the NDES cannot submit the certificate request to the enterprise CA. Additionally, an event that resembles the following is logged on the server on which the NDES role service is installed:

Cause

This issue occurs because the port that the CertRequest interface uses is changed when you restart the server on which the Enterprise CA is installed. Therefore, the NDES role service cannot connect to the enterprise CA. Then, the SCEP request fails, and network devices cannot enroll or renew certificates.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, contact Microsoft Customer Service and Support to obtain the hotfix.

Prerequisites

To apply this hotfix, you must be running Windows Server 2008 R2 SP1 or Windows Server 2008 SP2. Additionally, you must have the NDES role service installed.
