RESOLUTION

To resolve this problem, obtain Microsoft Visio 2000 Service Release 1 (SR-1).

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was corrected in Microsoft Visio 2000 SR-1.

Steps to Reproduce the Behavior

Start Visio 2000 Technical Edition.
When the Welcome to Visio dialog box appears, click Cancel.
On the Standard toolbar, click the New Drawing tool.
Click the Insert menu. Note that there is a momentary (3-5 second) delay before the menu appears

NOTE: The pause only occurs the first time that you click the Insert menu. To see the pause again, you must restart Visio.
