To resolve this problem, obtain Microsoft Visio 2000 Service Release 1 (SR-1).

Steps to Reproduce the Behavior

On the Tools menu, click Options, click the Advanced tab, and then click to select the Macro Virus Protection check box.
On the File menu, point to New, point to Building Services, and then click HVAC Control Logic Diagram to create a new HVAC control logic diagram. Note that you receive a warning message about macros in the document.
