If the Sysvol folder is not shared on the Small Business Server 2011 server, the policy creation tasks fail. This issue occurs if, during the installation process, you receive a pop-up message stating that Active Directory replication is taking longer than expected, and you choose not to wait for replication to finish. ResolutionMicrosoft now has a utility that may successfully complete the installation process. However, this utility is intended to correct only the problem that is described in the "Symptoms" section. Apply it only to systems that are experiencing this specific problem.
