When you click the Tools menu in FrontPage 2000, the Security command is unavailable (dimmed).
CAUSE
This problem occurs if any of the following conditions is true:

To make the Security command available on the Tools menu, use one of the following methods.

FP2000: How to Publish a FrontPage Web
Method 2: If Your Web Is Hosted on Microsoft Personal Web Server 4If you are using Microsoft Personal Web Server 4 on Windows 98 or Windows 95, you do not have the option of using the Security features of FrontPage. You must publish your web to an Internet Information Server that is running on Microsoft Windows NT 4 or Microsoft Windows 2000 and that has its web content residing on an NTFS file system.You can also publish this web to a Web server that is on the UNIX platform. Method 3: If the Content Root of IIS Is on a FAT File SystemConvert the file system to an NTFS file system.WARNING: This method permanently converts your system from FAT to NTFS.
