Symptoms

Consider the following scenario:

  • You install the Traditional Chinese language pack on a computer that is running Windows 7.

  • You install some services that execute Windows Management Instrumentation (WMI) queries during the startup process.

  • You restart the computer.

In this scenario, you experience a delay of approximately two minutes during the startup process.

Note You may experience this issue if the following two registry entries exist and contain the text "Binary mof failed":

LocationHKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WBEM\WDMEntries

  • C:\Windows\system32\drivers\zh-TW\ACPI.sys.mui[ACPIMOFResource]

  • C:\Windows\system32\drivers\zh-TW\battc.sys.mui[BATTCWMI]

Cause

This issue occurs because some localized files are mismatched when WMI tries to compile the Managed Object Format (MOF) classes for these files in the WMI repository. Therefore, when there are multiple WMI queries, the WMI service stops responding.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, contact Microsoft Customer Service and Support to obtain the hotfix.

Prerequisites

To apply this hotfix, you must be running Windows 7 Service Pack 1 (SP1).

Registry information

To apply the hotfix in this package, you do not have to make any changes to the registry.

You do not have to restart the computer after you apply this hotfix.

The dates and the times for these files on your local computer are displayed in your local time together with your current daylight saving time (DST) bias. MUM and MANIFEST files, and the associated security catalog (.cat) files, are extremely important to maintain the state of the updated components. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.

Workaround

To work around this issue, delete the following two files, and then restart the computer:

  • C:\Windows\System32\drivers\zh-TW\acpi.sys.mui

  • C:\Windows\System32\drivers\zh-TW\battc.sys.mui

Important After you delete these two files, you may experience this issue one more time when you next start the computer. However, the issue is resolved after one successful restart.

After you delete these files, certain Advance Configuration and Power Interface (ACPI)-related event log entries and performance counters may be displayed in English instead of Traditional Chinese. However, these event log entries and performance counters are rarely used in ordinary situations.

Status

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
