SYMPTOMS
In a Microsoft Office 365 environment, when you try to use Microsoft Outlook for Mac 2011 to open an email message that's protected by Infomation Rights Management (IRM), you receive the following error message:
Office for Mac cannot connect to the Rights Management Services Server because you appear to be working offline or are having network issues.
CAUSE
Currently, Outlook for Mac 2011 doesn't support IRM in an Office 365 environment.
WORKAROUND
To work around this issue, open the IRM-protected email message by using Outlook Web App in a web browser. You can use the following web address to access Outlook Web App for an Office 365 user ID:
