Cause

This might happen if incorrect Language is set.

You can check this by running the following command in Windows PowerShell

[system.Globalization.CultureInfo]::GetCultures('AllCultures')

If the above command show the following results, then you are hitting this issue.

4096 en-NL-SOL English (netherlands) (SOE)

Resolution

  1. Run the command to enable editing. (following commands to be run on Windows PowerShell)
    [System.Reflection.Assembly]::Load("sysglobl, Version=2.0.0.0, PublicKeyToken=b03f5f7f11d50a3a, Culture=neutral")

  2. After this command is complete run the second command in Windows PowerShell.
    [system.Globalization.CultureAndRegionInfoBuilder]::Unregister(‘en-NL-SOE’)
Once this is done you should be able to browse OWA successfully.

More information

On a working machine if you run this command [system.Globalization.CultureInfo]::GetCultures('AllCultures') , output would look like:

LCID Name DisplayName
1 ar Aribic
2 bg Bulgarian
