"Error 651" error message and an ISDN device does not connect to the network in Windows 8 or in Windows Server 2012

Symptoms

Assume that you try to establish a dial-up connection by using an Integrated Services Digital Network (ISDN) device in Windows 8 or in Windows Server 2012. However, the ISDN device does not connect to the network, and you receive the following error message:
Error 651: The Modem (or other connecting device) has reported an error.

Cause

This issue occurs because the ISDN device driver does not initialize successfully.

Resolution

To resolve this issue, uninstall the device driver, and then use Windows Update to obtain the latest driver that is recommended for the ISDN device.

To work around this issue, follow these steps:
  1. Press the Windows logo Key+R to open the Run box.
  2. Type regedit in the Run box, and then press Enter.
  3. Locate and then select the following registry subkey:
    HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Class\{4D36E972-E325-11CE-BFC1-08002BE10318}\<Device number>\Linkage
    Note In this subkey, <Device number> is a placeholder for a 4-digit number that represents the ISDN device.
  4. Right-click UpperBind, and then click Modify.
  5. In the Value data box, type NdiscoWan, and then click OK.
  6. Exit Registry Editor.
