The Federal Information Processing Standard (FIPS) 140-1 is a security
implementation validation scheme that is designed for certifying cryptographic software. FIPS 140-1 software that is validated is required by the U.S. government and requested by other prominent institutions. The latest addition to the family of Windows 2000 cryptographic modules that have FIPS 140-1 validation is the Fips.sys file, version 5.0.2195.1569. This file is a kernel-mode driver that provides FIPS-standard cryptographic services to Windows 2000-based kernel-mode components. The Ipsec.sys driver (version 5.0.2195.2103) is the first Windows 2000-based kernel-mode component uses the services that are provided by the Fips.sys file. As a result, the Windows 2000 Ipsec.sys services are compliant with FIPS 140-1.
