If a group policy is used to assign a desktop item (by URL), Mobsync.exe runs repeatedly when a non-administrative user logs on, endlessly synchronizing the Web page for offline use. If an administrator logs on, Mobsync.exe runs only once. If you assign an Active Desktop item locally (not by using Group Policy), this issue does not occur. CAUSE
The presence of a registry key determines whether synchronization should occur. The shell attempts to delete this registry key, but doing so requires administrator-level access. When a non-administrative user logs on, the shell cannot delete this key. Because the registry key is still present, the shell believes that it needs to continue synchronizing the data.
