Unable to Start Control Panel Tools After You Use TweakUI to Disable "Show Control Panel"

SYMPTOMS

When you try to start any of the tools in Control Panel, you may receive the following error message:
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

CAUSE

This issue can occur if you are running TweakUI, and you have previously clicked to clear the Show Control Panel check box on the Start Menu Settings tab.

RESOLUTION

Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. To resolve this issue, use Registry Editor to remove the "NoControlPanel" value from following registry key:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\ Policies\Explorer
