You cannot start Dashboard Designer after you install a language pack for a language that is a variant of Spanish in PerformancePoint Services in SharePoint Server 2013

Assume that you install a Language Interface Pack (LIP) that is a variant language of Spanish in Microsoft PerformancePoint Services in Microsoft SharePoint Server 2013. After you configure a SharePoint site to display text in the variant language, you cannot start Dashboard Designer in Business Intelligence Center. Additionally, you receive the following error message:
The webpage cannot be found error

Cannot download the application. The application is missing required files. Contact the application vendor or your system administrator for assistance.


This issue occurs because Dashboard Designer is not localized to the variant language.


To work around this issue, install the Spanish language pack in PerformancePoint Services in SharePoint Server 2013. Then, add Spanish as an alternative language on the Language Settings page, and then start Dashboard Designer.

This issue may also occur in LIPs of other languages in addition to the LIPs of Spanish. When this issue occurs, apply this workaround by using the appropriate fallback languages of LIPs.
