"Keyset does not exist" error when you try to run the PSConfig Wizard in SharePoint 2010

Symptoms

In Microsoft SharePoint 2012, you try to run the PSConfig Wizard. However, at step 3 in the wizard, you receive the following error:
System.Security.Cryptography.CryptographicException: Keyset does not exist
Additionally, an event that resembles the following is logged in the Application log:

Description:

Failed to connect to the configuration database. An exception of type System.Security.Cryptography.CryptographicException was thrown. Cause

The Service status is Stopped for the Protected Storage service.

Resolution

Start the Protected Storage service, and run the PSConfig Wizard.
