If you have the following policies enabled in Internet Explorer version 5.01, they will disable the ability to right-click on items to view the context menu, and this affects items on the desktop and the Start menu:
HKCU,"Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\NoViewContextMenu
When a computer that is running Internet Explorer 5.01 with the Active Desktop installed is upgraded to Internet Explorer 5.5, these settings will no longer disable the context menu for items on the Start menu. However, the context menu will still be disabled for items that are on the desktop and sub-menus of the Start menu.
