When the recipient of multicast packets is on the same LAN segment as the sender of the multicast, the Internet Group Management Protocol (IGMP) router changes the Negative multicast forwarding entries (MFE) to Active, causing the router to forward packets needlessly. This behavior also creates duplicate packets on the local LAN, which will break any multicast audio or video application. CAUSE
This behavior occurs because of a problem in the Rtm.dll file.
