Symptoms

Assume that you run an application to play an MPEG4 video file on a computer that is running Windows 8. When you plug in or unplug an HDMI output device on the computer, the playback freezes for more than one minute.

This issue occurs on the applications that use the MPEG4 Part2 video decoder.

Cause

This issue occurs because of an incorrect behavior in the MPEG4 video decoder.
