Summary

This update contains time zone changes that were recently announced in Libya and Israel.

We recommend that you deploy the most current Windows cumulative time zone update (KB2779562

) before installing this to guarantee the consistency of the time zone database on all systems.

How to address time zone changes by using the Time Zone Data Update Tool for Microsoft Office Outlook
Cumulative time zone updates contain only data that has changed for a specific region or that was added to maintain parity with other operating system versions. Therefore, if a time zone key is deleted, some original values may not be restored after you apply the cumulative zone update.

Note We do not recommend that you delete any registry keys that are related to time zones. On a computer that has incomplete time zone keys, first restore the time zone keys from a known good backup. Then, apply the update.

Microsoft scanned this file for viruses. Microsoft used the most current virus-detection software that was available on the date that the file was posted. The file is stored on security-enhanced servers that help prevent any unauthorized changes to the file.

The following changes were made since the previous Windows cumulative time zone update:

Libya Standard Time:
The Libyan Transitional Government has announced that Libya will start observing Daylight Saving Time (DST) from 2013. In 2013, DST will start on the last Friday of March and end on Last Friday of October. On November 10, 2012, clocks were turned back by 1 hour to UTC+1 (Central European Time). A new dedicated time zone has been added for Libya in this update, which is (UTC+1:00 Tripoli).
Israel Standard Time:
On Monday, November 5, 2012, the Israeli Knesset approved a bill to extend Daylight Saving Time (DST) to a period of 193 days. DST in Israel will now begin on the Friday before the last Sunday in March, and it will end on the first Sunday after October 1. If the end of DST falls on Rosh Hashanah, the Jewish New Year, DST will end on the first Monday after October 1. The new DST policy for Israel has been applied from 2013 to 2023.
