SBS: SBS 2000 DHCP Service Is Not Configured If a Second DHCP Server Is Detected on the Network

When you install Small Business Server (SBS) 2000 by using the Suite Integration Toolkit, you may receive the following error message when Setup finishes: After you restart the computer, the Dynamic Host Configuration Protocol (DHCP) Server service is not running, even though the DHCP Server service is installed and authorized in Active Directory. If you attempt to start the DHCP server service from the Microsoft Management Console (MMC), the following error message is displayed: When you attempt to start the DHCP Server service from the command prompt, you receive the following error message: There are no servers or scopes listed in the DHCP manager.

This behavior can occur if the DHCP service in SBS 2000 detects another DHCP server on the network and shuts down after the DHCP service is installed and authorized, but before the default scope can be configured.

The DHCP service does not remain running unless either SBS 2000 or the other DHCP server is removed from the internal network. If the server is connected to an Internet service provider (ISP), enable packet filtering in the Internet Connection Wizard. The Internet Connection Wizard sets up a packet filter to block the DHCP Server service from detecting the DHCP server of the ISP. This does not prevent the DHCP client service from obtaining an Internet Protocol (IP) address.

You can then create the DHCP scope for the network. To create a scope based on SBS 2000 defaults (you can choose different options if your network requires them):

1. Open the DHCP manager MMC.
2. Right-click DHCP, and then click Add server.
3. The server is displayed in the list of authorized DHCP servers.
4. Click the server, and then click OK.
5. Right-click the server, and then click New Scope.
6. Add the IP address range for your network. The default range is from 192.168.16.1 to 192.168.16.254. Click Next.
7. Add exclusion ranges. The default exclusion range is from 192.168.16.1 to 192.168.16.9. Click Next.
8. Set the lease duration. The default lease time is eight days. Click Next.
9. The standard scope options use the IP address of the computer that is running Small Business Server (192.168.16.2) for:
   
   
   • (Option 3) Router or Default Gateway
   • (Option 6) Domain Name System (DNS) server
   • (Option 44) WINS server
   NOTE: Option 46, WINS or NetBIOS over TCP/IP (NetBT) node type, is also added, with a value of 0x1.
10. When the process is finished, activate the scope.
11. Right-click the scope, and then click Properties.
12. Click to clear the Automatically update DHCP client information in DNS check box.

This behavior is by design.
