This article applies to Microsoft Dynamics AX for the Russia (ru) region.
INTRODUCTION
This article describes that the Staff Accounting update is available in Microsoft Dynamics AX 2009 with the Eastern Europe GLS layer installed. The new functionality covers the legislative requirements in the electronic and printable Personal Income Tax (NDFL) reporting for separate divisions (branches).
More Information
According to the Russian federal tax service’s statement № ED-4-3/22280@ from December 26, 2012, legislative requirements about the Personal Income Tax reporting (2-NDFL form) for separated divisions were clarified.
To comply with the requirements, this update adds the following features:

New modes of income tax registers handling are introduced:

All separate divisions report to the Head Company's tax authority as a final recipient.
-
All separate divisions report to their tax authorities through the Head Company's tax authority as an intermediate recipient.
-
All separate divisions report to their own tax authorities as final recipients directly.
-
-
Mass automatic tax registers creation is introduced for separate divisions.
-
The Income Tax payments settlement is added for the 2-NDFL reports creation.

A supported update is now available from Microsoft. The update corrects the problem that is described in this article. Apply the update only to systems that are experiencing this specific problem.

You must restart the Application Object Server (AOS) service after you apply the hotfix.

Validation of the application hotfix installation
To validate the installation of the application hotfix, open the SysHotfixManifest class in the Application Object Tree (AOT). Then, verify that there is a method whose name includes the Knowledge Base (KB) article number of the installed hotfix. Additionally, you can cross-check the affected objects by comparing the KBXXXXXX.txt file against the objects in the AOT. By doing this, you can make sure that the objects are changed correctly in the SYP layer or in the GLP layer.
Note The XXXXXX placeholder represents the KB article number of the installed hotfix.
