Symptoms

Assume that you install update 2670838 on a computer that is running Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 SP1. When you use an application to open a JPEG image, the application cannot decode the JPEG image. Therefore, the JPEG image is not displayed.

This issue occurs when the JPEG image is a non-progressive compressed JPEG image whose components span multiple scans.
