Unable to Create a Standard or Limited User Account

SYMPTOMS

When you click Control Panel, and then click User Accounts to create a new user account, both the Standard and Limited account types may be unavailable (shaded). Only the Computer administrator option is available on the Pick an account type dialog box.

CAUSE

This behavior can occur if you are logged on to the computer using the Administrator account and no other account exists in the Administrators group.

RESOLUTION

To work around this behavior, use one of the following methods:
  • Create a "Computer administrator" account, and then create either a Standard or Limited user account.
  • In Computer Management, use the Local Users and Groups section to create the user accounts.
