Most policies within Group Policy objects (GPOs) have three states: Not Configured, Disabled, and Enabled. After you enable or disable the group policy for proxy settings, you cannot set it back to the Not Configured state as you can other policies. For example, if you configure a group policy at the organizational unit level (OU1), configure the proxy settings, set the policy to "no override," and then later add a child (OU2) to that organizational unit and create another group policy with proxy settings that you want to use the proxy settings for the group policy on, OU1 will always take precedence. RESOLUTION
The only workarounds are to either delete the policy on OU1 and configure it as before but without the proxy policy settings, or remove the "no override" flag from the group policy at OU1.
