Under the following circumstances, a user may encounter several error messages that concern profiles:
Source: Userenv Type: Error Event ID: 1000 Description: Windows cannot create profile directory directory name. You will be logged on with a local profile only. Changes to the profile will not be propagated to the server. Contact your network administrator.
Source: Userenv Type: Error Event ID: 1000 Description: Windows cannot find the local profile and is logging you on using a temporary profile. Changes you make to this profile will be lost when you log off.
Source: Userenv Type: Error Event ID: 1000 Description: Windows cannot create profile directory directory name. You will be logged on with a local profile only. How to Obtain the Latest Windows 2000 Service Pack

When a user is logging on over a slow connection, there should not be any attempt to get a roaming profile. Whether the server that contains the roaming profile is unavailable should not matter.
