When you attempt to apply a theme to a Web, you receive the following error message even though the files for the theme are successfully uploaded to the Web site:
You do not have permission to do this operation. Ask your Web site administrator to change your permissions and then try again, or log on with a user account that has this permission. To log on with a different user account click OK.
CAUSE
This problem can occur if you are a Web Author attempting to apply a theme to the Web. With FrontPage 2002 Server Extensions, the Author role does not have the Theme Web right, a requirement for applying a theme to a Web. By default, the Advanced Author and Administrator roles have the Theme Web right.
RESOLUTION
MORE INFORMATION
The Author role includes the Author Pages right, giving the author the ability to create directories and files in the Web. With this right, the author can upload files for the theme to the Web site. The author can apply a theme to a page in the Web but cannot apply a theme to the entire site.
