On a Windows XP-based computer, the Internet Time tab does not appear in the Date and Time tool in Control Panel.
CAUSE
This behavior occurs because the Windows XP-based computer is a member of a domain. The Internet Time feature is only available in workgroup environments.
RESOLUTION
To resolve this behavior, synchronize the computer's time with time sources that are available in its domain.
STATUS
This behavior is by design.
MORE INFORMATION
With the Internet Time feature, you can update the clock on your computer by synchronizing with a time server on the Internet.
