CAUSE

This behavior occurs if you do not have the Enterprise edition of Office XP installed on your computer. You cannot install the Multilingual User Interface Pack if you have a retail edition of Office installed.

The error message you receive is worded imprecisely and should read as follows:
Microsoft Office XP Multilingual Pack Wizard requires an Enterprise edition of Microsoft Office XP to be installed before you install this product.

RESOLUTION

To install the Office XP Multilingual User Interface Pack, be sure to remove the retail edition of Office currently installed on your computer. Then, install an Enterprise edition of Office. At that point, you can install the Multilingual User Interface Pack.

MORE INFORMATION

To ensure that the Office XP product that you install is an Enterprise edition, use one of the following methods:
On the Office XP CD-ROM, search for a folder labeled "ORK" (Office Resource Kit). If the ORK folder is present on your CD-ROM, the Office XP product is an Enterprise edition.

-or-
Check the .msi file name on the root of the Office XP CD-ROM. If the .msi file name has "ret" appended to it (for example, "Proret.msi"), it is a retail edition. None of the Enterprise editions have "ret" in the .msi file name.
Microsoft distributes Microsoft Office XP Professional and Microsoft Office XP Standard as both retail products and Enterprise editions. Microsoft Office XP Small Business is distributed only as a retail product, and Microsoft Office XP Professional with FrontPage is distributed only as an Enterprise edition.
