You can run Setup.exe from SBS 2000 CD 1 (which places Setup in Maintenance mode):

Click Set Up Small Business Server.
On the Component Selection page, expand Small Business Server.
Expand Administration.
Under Consoles, click Reinstall, and then complete the wizard to finish reinstalling all console-related files.
