Symptoms
Assume that you have a computer (such as a Microsoft Surface) that is running Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2. In this situation, you encounter the following issues:

The computer takes a long time during the user logon interface.

The svchost.exe process "pegs out" one of the CPU cores and never stops, so the CPU usage is very high.

The computer is in a non-idle or an un-responsive state.
Cause
This issue occurs because the usage of the CPU is high when several enumeration queries and applicability checks are made by the AppxDeploymentServer.dll file during user logon.
