On a computer whose motherboard has a Silicon Integrated Systems (SIS) chipset, Device Manager may display the following error message for the USB controller:
Code 10 - the device cannot start.
This behavior is known to occur on the PCCHIPS M741LMRT motherboard and on the SIS 530 motherboard. The USB controller is listed in the Device Manager as SIS 7001 PCI to USB Open Host Controller. CAUSE
This behavior can be caused by an incorrect basic input/output system (BIOS) setting. The system BIOS has a setting for DOS USB function.
RESOLUTION
To resolve this behavior, disable the DOS USB function in the system BIOS. For information about how to do this, refer to the documentation for your computer.
