When you attempt to upgrade from Microsoft Office 97 to Microsoft Office 2000, Windows Installer may stop responding (hang). When you view the installation log file, you notice an entry similar to the following
MSI (s) (c8:bc:): invoke wait timed out.
CAUSE
This behavior can occur if you attempt to upgrade to Office 2000 on a Microsoft Windows 2000-based computer. This behavior occurs because the SYSTEM computer account has insufficient permissions to access programs by using the Distributed Component Object Model (DCOM) protocol. RESOLUTION
To resolve this issue, add the SYSTEM account to Default Access Permissions and to Default Launch Permissions in the Distributed COM Configuration Properties dialog box. To do this, follow these steps:

In the Distributed COM Configuration Properties dialog box, the Registry Value Permissions list on the Default Security tab under Default Access Permissions or Default Launch Permissions is empty by default. When an account is specified in this list, the SYSTEM account must also be added. If the SYSTEM account is not added in this case, the MSIServer service has insufficient permissions to install Office.
