When you try to insert a picture by using any of the programs listed at the beginning of this article, the Insert Picture dialog box always defaults to Thumbnails view.

The Insert Picture dialog box is designed to always open in Thumbnails view.

To work around this behavior, after the Insert Picture dialog box opens, switch to the view that you want. Or,
