If a slow network connection is detected during the initial logon process, the logon script does not run, even if you disable the "Do not detect slow network connections" policy. This policy will be enabled and the logon script will run during the second logon process.
To enable this policy in User Configuration:

To confirm the detection of a slow network link, open the Userenv.log file. Then, confirm that it contains the following line at your logon time:
A slow link was detected.
