You may not be able to programmatically change mailbox rights; you may only be able to change mailbox rights by using Exchange System Manager.
This problem can occur because the interface that Exchange System Manager uses has not been exposed, and changes that you make to the security description from Active Directory are not mapped back to the store. Therefore, although you can change the client permission of public folders, there is no method that you can use to change the mailbox rights programmatically.

Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server. This problem was first corrected in Microsoft Exchange 2000 Server Service Pack 2.
