OFFXPDEV: Error Message: "Path/File Access Error" Installing a Run-Time Application

SYMPTOMS

When you try to install a run-time application that was created with Microsoft Office XP Developer and distributed on CD to a computer that is running Microsoft Windows 98 or Microsoft Windows Millennium Edition (Me), you receive the following error message:
Path/File access error

An unexpected setup error has occurred!
In the error message box, there are two buttons: Retry and Cancel. When you click Retry, you see the same error message. When you click Cancel, you see additional error messages indicating that the installation failed.

RESOLUTION

Obtain and install the Office XP Developer Service Pack 1 (SP-1). Then, repackage the application and redistribute it to users who are running Microsoft Windows 98 or Microsoft Windows Me to resolve the issue.

If you are not able to install Office XP Developer SP-1, follow these steps to install the run-time application:
1.Create a new folder on the hard disk of the target computer.
2.Copy all the files from the CD to the new folder.
3.In Windows Explorer, right-click the .cab file, click Properties on the shortcut menu, and then click to clear the Read-only check box.
4.Run Setup.exe from the folder that you created in step 1.

STATUS

Microsoft has confirmed that this is a problem in Office XP Developer. This problem was corrected in Office XP Developer SP-1.
