When a public folder server is under heavy stress either by a large number of Messaging Application Programming Interface (MAPI) clients or by a large number Network News Transfer Protocol (NNTP) newsfeeds, an out of memory error message that is similar to the following may be logged in the Application event log:
Event Type: Error
Event Source: MSExchangeIS
Event Category: (11)
Event ID: 12800
Time: 9:07:43 AM
Message processing failed because there is not enough available memory (8007000E-8200022D).

Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
This problem was first corrected in Microsoft Exchange 2000 Server Service Pack 2.
An event ID 12800 error message (that contains an out of memory error in the description) is logged on public folder servers under a number of heavy stress conditions, including servers that receive NNTP newsfeeds and servers under heavy MAPI client stress.
In some cases, CPU use might be approximately 40 percent, receiving about 100 kilobytes (KBs) in articles; in the case of heavy MAPI client stress, there might be an average of 500 users logged on to the public folder server at all times.
