Your computer may stop responding (hang) during the shutdown process if Universal Serial Bus (USB) legacy support is enabled in the computer's basic input/output system (BIOS), and if the USB host controller resources that are assigned by Windows differ from those that are designated in the BIOS.
CAUSE
Windows sets the USB host controller to legacy support mode during the shutdown process, but cannot restore the BIOS-designated resource settings. If the current input/output (I/O) port settings differ from the BIOS settings, the device is inaccessible and causes the computer to hang.
RESOLUTION
Although your computer's BIOS may include an option to disable USB legacy support, doing so may cause additional problems. Note that USB input devices, such as a keyboard or mouse, require USB legacy emulation to work correctly in Real mode (MS-DOS) and Safe mode. For additional information, see the "References" section of this article. As an alternative, you can configure the USB host controller's resource settings to match those that are assigned by the BIOS.

You can typically enable or disable USB legacy support in your computer's BIOS settings if your computer's BIOS supports it. For information about whether your hardware supports USB legacy emulation, view the documentation that is included with your computer, or contact your hardware manufacturer.
