This improves security.Registry Setting Added to Retain Local Accounts if Site Is UnprovisionedIf a site is unprovisioned, all local accounts created by that site are retained if the string value, NoDeleteAccounts, is set to 1 in the following registry subkey
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Web Server Extensions\All Ports
or individually under this subkey
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\Web Server Extensions\Ports\Port /LM/W3SVC/xx:
where xx is the instance number for the virtual site.
