SYMPTOMS

If you install the BizTalk Orchestration run-time components on a computer on which you have not installed the BizTalk Messaging Service, the Orchestration Performance Monitor counters are not available.

The Orchestration Performance Monitor counters are associated with the same performance library as the Messaging Service. The Messaging Service initializes both sets of counters; therefore, you need to install the Messaging Service to make the Orchestration Performance Monitor counters available.
